[hpsdr] Alex manual

Rick --

It is as programmers say, it is not really broken just a feature.  I am the
keeper of the website, but I do not write the manuals. They are stored on
the SVN with the other code. This allows the author keep the manual up to
date and the manual is available as soon as the author posts to the SVN.

Some web browser to not like to link to another machines than the one
serving the webpage.

On all web browser the following procedure works:

Put your cursor on the manual link and right click and then select "save
link as"  this will download the pdf for your use.
