[hpsdr] HPSDR Programmer and network switch

Just a note to save others problems -- I was reminded today that some 
ethernet switches seem to get in the way of board detection for the 
HPSDRProgrammer and HPSDRBootloader software.

My Netgear Prosafe GigE switch, for one.  As long as that was between 
the computer and Metis or Hermes, no joy.  I used an old 100 Mbit switch 
to connect the devices, and then no problems.
