[hpsdr] Orion_v3.8 firmware released

The Orion_v3.8 firmware package is available for download from 

http://www.k5so.com/HPSDR_downloads.html

This version fixes a bug in the Rx2 phase word assignments that caused random initial phase relationships to occur between Rx1 and Rx2 on power up of the Orion board when in diversity mode.  

The folder contains Orion_v3.8.rbf, Orion_v3.8.qar (source code archive), and release notes.
