[hpsdr] Hermes WideBand module for gnuradio now available

I've uploaded a Hermes wideband module, called hermesWB.  It's on github
right now, as putting it on TAPR SVN requires some manual work.

The hermesWB module only outputs the wideband data (not narrowband data).
The Alex filters controls work. Because of the drastically different
formats of outputs, it was not practical to integrate the wideband output
onto hermesNB.

The module output type is floating point vector, with each vector
containing 16384 time-contiguous floating point samples, it is not a
stream. Time is not contiguous between different vectors because the Hermes
hardware provides 16k word bursts of samples with large time gaps in
between (Even Gigabit Ethernet is not fast enough to handle a full rate
wideband data stream).

To use with gnuradio just clone from github and build the code. You will
get both the hermesNB and hermesWB modules installed. They can not both run
at the same time.
