[hpsdr] Interface for Hermes/ANAN to TASS relay board

I never thought about this when I was designing the TASS RF switch,* but 
the relay board can be directly controlled using the open-collector 
outputs on the Hermes/ANAN-10/ANAN-100/200 boards.  All you need is an 
interface with a small handful of parts.

I've done a first pass at the circuit, but haven't actually built it 
yet.  The schematic is too large for the list, but it's at my blog:
