[hpsdr] Win8x64 and Static IP

Colleagues,
I ask your assistance conditional.
For a long time I used Hermes and PowerSDR under WinXP.
With the setup Hermes established a static IP address 192.168.5.2. The 
LAN adapter has an address of 192.168.5.1, subnet 255.255.255.0. When 
operating in WinXP no problem.
Now I upgrade to Win8x64.
Starting with a static address PowerSDR impossible.
Successful inclusion only in the Full Network Discovery. This delay is 
15-20 sec Hermes search.
HPSDRProgrammer_V2_nopcap_2.0.4.10 does not find (can not see) Hermes.
But at the same time via the command line window at Hermes ping 
192.168.5.2 normal. Also starting normal HDSDR, ZeusRadio.
LAN adapter is Realtek PCIe GBE Family Controller, speed setup 100Mb.
For any advice would be appreciated.
