[hpsdr] Timer resolution from 15.6 to 1 ms

Hi,

Just a little heads-up to the HPSDR developers, the latest openHPSDR 
v.3.3.7. is working very well and stable.

The audio distortions, when changing filter band width and pan-adapter 
zooming, are now gone.

(due to the 1 ms timer resolution done by the open HPSDR program it 
self.) Thanks!.

The NR2 is best I've ever seen (heard) on any ham-grade transceiver.

When using SNB I lose all the audio low-end to almost 300Hz, that's by 
design?
