[hpsdr] Timer resolution from 15.6 to 1 ms

Hi Bert,

Thanks for the feedback.  On SNB, yes, the low-end loss is by design.  
Including the low-end response requires more compute cycles and so I've 
left that out for now.  I plan to reconsider that some day.
