[hpsdr] Ozy/Magister will likely stop working on Win10 in about 60 days

I, for one, would like to see this continued, so would gladly contribute 
some $$.

I have two Ozy setups and would like to continue using.  I don't intend 
to upgrade to Win 10 until forced, maybe I can stay on Win 7 until Win 
12 -- but this issue will still be here.
