[hpsdr] Ozy/Magister will likely stop working on Win10 in

FWIW... I am running PowerSDR with OZY on 64 bit5 WIN 10 anniversary
update (build 1607) without any issue..  Didn't need to do anything
special.
Guess we'll see if any thing happens in 60-90 days.

... but YMMV
