[hpsdr] Excalibur -- information needed

All:

I am building the first of two Excaliabur boards.  Running into difficulty.

The board clearly shows a circle presumably at Pin 1 for U-1 and U-2.  
the supplied chips have no dot to indicate pin 1.

They do have a bar at one end.

Datasheet from Mouser does not show how to ID pin 1.

Question:

Is it safe to assume that the bar indicates pin 1 and pin (last)?  If 
not, how do I identify pin 1 on these devices?
