[hpsdr] Penelope J6 Open Collectors on TX

I have used the Open Collectors to control relays to select the LPF on my external PA right from the start, and it has worked as expected right through all the versions of PSDR over the past several years.

The following may be stating the obvious, but sometimes we overlook the obvious, so here it is!

Note that the pins on J6 go towards ground when activated, so these need to be connected to the ground side of your relays, there needs to be +12 V on the other pin of all your relays for this function to operate. Also, the “External Control” (button on v3.3.9) must be selected to activate or set up the OC feature.
