[hpsdr] Penelope J6 Open Collectors on TX

I'm happy to report that an upgrade to 3.3.9 (and the associated full 
database reset) resolved the issue with the open collector outputs.  The 
band selection on my homebrew amplifier's LPF is now working properly in 
both RX and TX modes.
