[hpsdr] My new Wireshark plug-in for the HPSDR USB over IP protocol

I have created a new Wireshark plug-in for the HPSDR USB over IP protocol.

I did not discover NH6Z's plug-in until I had finished the majority of 
my plug-in.

The plug-in was developed with the Wireshark version 2.0.1.

The README has most of the details about the plug-in.

Every thing but status 3 and USB end point 4 should be disassembled.
