[hpsdr] Timer resolution from 15.6 to 1 ms

Yes,
I'm using very a tool that looks very similar.
So I think that one will work also, but I can't get is started 
automatically in high resolution mode from windows startup.
Putting it in the HPsdr software would be a good solution (yes, it burns 
some extra power and CPU usage....)
