[hpsdr] Playback of I/Q recording w/o hardware

Unfortunately PowerSDR essentially operates asynchronously and
processes samples as fast as they arrive from the radio. But this
means it does not generate its own clock to take in IQ samples from a
recording at the right rate.

You can use Alan Hopper's HPSDR emulator Patroclus to run PowerSDR
without real hardware though. You will have to configure the VAC1
outputs to send audio to your local sound card, then you can start the
radio. You can playback the IQ file at that point either through
PowerSDR's built-in facility, or  you can load it in Patroclus and it
will receive the samples as if they are arriving from a real radio.
