Don,
 
Each output of the SPI decoder can deliver 150 mA (all outputs on). I don't
think that you need this current for two relays, which are engaged for each
band control. Maybe that helps.

Thanks to those who have made suggestions. The cable is plugged in correctly
and the power must be getting to the Alex board for all the relays to
energize. Likewise, if the cable were not plugged in correctly, the relays
would not energize and the LEDs would not light. All three LEDs stay lit,
one being the power indicator.

The real questions would seem to be: 
What can cause all the Alex relays to energize at the same time? 
Is the SPI_SCK supposed to be present all the time or only when changing
bands?
What is the origin of the SPI_SCK?

Actually, I used the same instance of PowerSDR that I use on the operational
Hermes system with all the same settings.
