[hpsdr] Compiling PowerSDR

So I'm a complete newbie to Visual Studio - so let's put that out front.

I've installed Visual Studio 2015, and the act of Double-Clicking on
PowerSDR_vs2013 Microsoft Visual Sudio Solution Brings up what looks like
all of the relevant sources.

I try to build the solution and get "LNK1104 cannot oper file 'pa19.lib'
under the WDSP application.

1. What am I doing wrong - if anything?
2. Has anyone written a HowTo for what I'm trying to do?
3. Has anyone tried compiling PowerSDR to Windows IoT? If not - what are
the forseen issues?
