Likely your problem is in NOT rebuilding the entire solution.  You should do that at least
the first time.  THEN you would likely be able to rebuild components a piece at a time.

The message is telling you (obviously) that pa19.lib is missing, which usually would mean
that you didn't build the project pa19 and all of its precursors.  Trying to build or
rebuild things piecemeal is fraught with peril.  And there is a typo in your typing of the
error message.  It is always better to copy and paste an error message than to try to type
it by hand.  That prevents errors from occurring that may subtly (or not so subtly) change
the error message's meaning, or the information that it conveys.

There is no 'HowTo' that I know of.

You do NOT want to try to build PowerSDR for windows IoT.  Wanting to do so shows a
misunderstanding of what kind of applications can be built to run on Windows IoT.  It is
ONLY windows 'universal' applications, those that have the 'windows store' look, that can
be built for IoT.  You cannot build 'classic' WinForms applications (PowerSDR is a
WinForms application) for Windows IoT.
