[hpsdr] PowerSDR/OpenHPSDR mRX PS v3.3.8 released

This is a *major* leap in SDR performance. With a primary buffer of 128,
VAC buffer of 128, DSP buffers of 64, and using the Low Latency (aka
minimum phase) filters, with VAC and ASIO drivers I'm seeing <30mS of
transmit latency.

Guys, this is CLASS LEADING performance. Equal to or better than any other
direct sampling SDR radio with the possible exception of the IC-7300, and
better than some IF DSP SDRs like the K3.

Given appropriate VAC software/hardware, i.e. ASIO and a PCIE sound card,
VAC is actually a few milliseconds faster than a mic and speaker directly
connected to the radio.

The Low Latency filters are working great. The group delay of the
ionosphere is far worse than any group delay in those filters and no
difference in performance, other than the fantastic latency, is evident
compared to the linear phase filters.
