[hpsdr] PowerSDR CAT Command request

I have no idea if anybody still works on the PowerSDR CAT Command set.  If
so, I'm hoping to add one request for possible future inclusion.  Please
expose SAM (synchronous AM) sideband selection via ZZ command so that a
control surface can potentially provide RX1/RX2 selectable SAM sideband
from a virtual front panel or via macro command.
