[hpsdr] PowerSDR, cuSDR and new GUI for HPSDR.

Functionality and cross platform support together are key attributes 
IMHO and I saw cuSDR as delivering that.

John Melton's efforts are not to be overlooked. In many ways they extend 
Hermann's fine work.

I did once have openHPSDR running under CrossoverOffice on 8-core 16GB 
Linux x86_64 except that it painted one tile about every 15 seconds and 
would have needed a system Z Mainframe to deliver performance. With the 
right software a Pi 3/ODROID-C2/Intel SBC and a small touch screen would 
make for a compact rig for those not seeking to mimic a broadcast studio.
