[hpsdr] CPU overload

Roger, thank you very much for the detailed report of your seemingly similar
problem.  My problem turns out to be much more prosaic, the answer was
emailed to me by Jim WA3LBI, he suggested that I increased the CPU priority
in PowerSDR, and that seems to have completely solved my problem.  I'm
running a single version of HPSDR on a single computer, and with no remote
operation, and a single rather hapless operator.
