[hpsdr] protocol 2 for Hermes

The 5V rail is feeding four 3.3V low-drop regulators and one 2.5V low-drop regulator. These devices and their load determine the current flowing through fuse F3. IMHO without a measurement of the different currents and a protocol 2 firmware not restricted to 100TB no serious recommendation can be given. As soon Joe will have a 1000TB version available I'll try to some measurement (and soldering to remove the zero ohms in each path, hi)

In a post on the Apache Labs forum, someone mentioned replacing F3, 
which had a 1.1A hold and 2.2A trip value, with a resettable fuse that 
had a 2A hold value. From the associated list of Bourns parts, it looks 
like the 2A hold part has a 4A trip value. The question I have is 
whether the suggested replacement part would actually provide any 
protection, or will damage be done before it is tripped?
