[hpsdr] Mouse wheel in piHPSDR

I'm not sure if others are seeing this, but when using the mouse wheel 
to tune, with CTUN off, it works normally (roll the wheel forward and 
freq goes up and wheel backwards, freq down)

But when you click CTUN, it reverses action - wheel forward, freq down 
and wheel backwards, freq up.
