[hpsdr] rpi3 encoder input

Hello,

Just hooked up an interesting encoder from Marlin P Jones.  $20, 
supposedly 100ppr with knob and scale.

However, before I get too far, the RPI3 program only changes 100Hz for 
14 or so detent 'pulses'.

The program is set for 100 Hz steps.  One detent or two appears to do 
nothing.

What might explain this is the fact the program is dividing the input by 
a 'config' amount first.


I am asking so I do not have to drag the scope out and see what the 
encoder is actually doing.  A quick check

of the menus did not seem to turn up a config value???
