[hpsdr] Upgrading firmware on baords

Jim --

As the programmer for HPSDRProgrammer and the maintainer of the
HPSDRBootloader here is what you need to know.

HPSDRProgrammer only works with boards with a ethernet socket (Metis or
Hermes)
and it uses UDP to talk to them.  Not Jumper need to be moved.

HPSDRBootloader can program all the HPSDR boards, it uses PCAP protocol
like wireshark and you must be administrator on the computer.
you must also set the bootloader jumper to use it.

Here is a like to explain this in more detail with pictures of the
jumpers.  It also includes information on the new protocol but it is in
development at this point.
