[hpsdr] Upgrading firmware on baords

Dear All,
When programming Mercury and Penelope (or PennyLane) in an Atlas bus, thru
the Metis, using Dave's software, you still need to ensure that certain
jumpers are NOT in place!  I learned this the hard way in 2013, and had
communications with Phil VK6PH and others to resolve it.  The long and short
of it is:
"Make sure that JP10 and JP11 on Penelope/PennyLane have NO JUMPERS on them,
and that the same is true for any 'I2C Bypass' jumpers on Mercury as well."

Having them in place can lead to their not being able to report version
numbers over I2C after programming, thus KISS Konsole or PowerSDR not
working.
