[hpsdr] Chirp Beacon App Location

HPSDR'ers,

Since it would appear quite a few don't know what the Chirp Beacon project
was/is - please take a look at what's covered in the Pacificon '2014
Presentation:

Starts on p.7 and is the first major project discussed.

The performance and power levels used are both impressive.
