[hpsdr] PowerSDR and N1MM+

When CW is generated by PowerSDR mRX there is no sidetone available by any
means, not from the radio hardware or VAC. It was removed many years ago
because the original implementation had terrible latency. IMHO this is
fixable, but there's been little developer interest in this area.

You would have to use an external receiver or some other obscure method.

One obscure method would be to loop the serial connection between N1MM and
PowerSDR out and back in actual, hardware, serial ports. Then pick off the
RTS or DTR lines and have them key a tone generator.
