Chris, 

Perhaps you are downloading the .rbf file incorrectly from the GitHub site?  Use: 

https://github.com/TAPR/OpenHPSDR-Firmware/blob/master/Protocol%201/Hermes/Hermes_v3.3.rbf

Be sure to click on the “Download” button at the above URL.  DO NOT use “Save As” from your browser.  Then after the download completes ensure that the file size shows as 649 KB.  If you do use the download button the file size will be much smaller and the file will not be the file you intended to download. Several people have fallen prey to that trap before;  just thought I’d remind you about it.
