[hpsdr] Beta release of linHPSDR

Built and running under the latest Ubuntu in the latest VirtualBox on a
very fast (overclocked) I7-7700K Win10Pro machine.

Receive only at this time on an 8000DLE.

John--do you want any feedback or suggestions, or just hold that for now? I
know that sometimes you want that stuff, and sometimes not.
