[hpsdr] Thetis VAC problem VAC2 reserved for RX2

Simply use the pull-down menu on the TX meter to show Fwd Pwr.

If you have no Fwd Pwr readings then it is possible the VSWR bridge on the
PA board is damaged. But the software works fine.
