[hpsdr] CAT control on Thetis

CAT control works perfectly on Thetis. I use it with N1MM, DX Lab, Fldigi,
WSJT-X, JS8Call, and DDUtil.

I prefer VSPE to com0com, but com0com should work.

I don't know anything about HRD, so cannot weigh in on that part of the
problem.
