[hpsdr] Monitored audio "stuttering" on some PowerSDR TX Audio Profiles

Hi Scott,

Thank you for the links.  Great information there.
I did end up finding the setting that was causing me the problem. The 
stutter affected profiles had lower Buffer Size and Sample Rate settings 
in VAC1.  I set them to 2048 and 192000 and the transmitted audio is 
nice and clear now.

So much to learn about how to optimize the transmit audio! :-)
