[hpsdr] HERMES (16bit ) LAN not working

The file size does not matter. If Walter cannot find the board with the
Bootloader the file size does not come into play.

IP addresses do not matter. The Bootloader uses raw Ethernet frames for
communications.

The NIC must be set to 100Mbps. The Bootloader image in the FPGA runs the
hardware at 100Mbps. It is unlikely that this is an issue unless Walter
explicitly set it to another speed.

Walter: did you reboot after installing WinPCAP? Have you tested the NIC
you are using and the Ethernet cable with any other equipment, are they
known good?

If the above issues are not the easy answer, then it is possible that the
board is truly bricked, i.e. that the Bootloader image is not intact.
