[hpsdr] FreeDV, PowerSDR and Penelope

What you are hearing are the completely normal artifacts the FreeDV
waveform produces with no voice modulation. It is attempting to decode
noise and that is the sort of beep and garble you get under those
conditions.

Try transmitting some actual voice.
