[hpsdr] Need help setting up Mercury on Win 10 (or 7)

After enjoying my Mercury for a decade on an old XP system, the computer finally died. Im not finding much on the internet about setting up the receiver on a modern system. 

My main use of Mercury is with CW Skimmer, which precludes using Linux. I could setup a Win 7 system if that would be easier. 

Hopefully you guys can point me in the right direction...
