Well, actually PowerSDR (and KISS Konsole) both use a batch file to load the firmware.  (InitOzy11.bat, IIRC)  That's all you need.  PowerSDR and Kiss Konsole both run just fine on modern windows.  I suggest you post to the group with questions setting up and getting PowerSDR working.  These are NOT 'appliance radios', and a diverse set of skills is likely required, including radio, computer, and integration.  I may not have some of them...  I've gotten it working on a number of computers, and it never seemed hard to me.  You do need to set PowerSDR (or InitOzy11.bat...) to 'run as administrator', or you won't have the permissions needed since WinXP.  But it is VERY doable.

Perhaps someone has an 'updated' guide.  I know that many use powerSDR on Win10 with the Apache Labs radios (commercial versions and successors to the Hermes board and its predecessors.)  You should check their group at groups.io, I think, and see what they have.

The code is all 'new enough'. It's what we call 'protocol 1' code, and the crew has been working on Protocol 2 code in the meantime.  Let's face it: the FPGAs on the Atlas bus boards is pretty full, and no new features should be expected on those Atlas bus boards.  The FPGAs that are in use these days have way more pins, internal gates, capability, and speed.

CW Skimmer has support for Mercury, but I had to run Powersdr once to load the boot code into mercury. Is there a way to load the code without using Powersdr?

There is nothing special other than to use the signed, Windows 10 drivers
which are provided on OpenHPSDR.org, assuming you are using Ozy to connect
Mercury via USB.  If Metis, nothing special needs to be done.

After enjoying my Mercury for a decade on an old XP system, the computer
finally died. Im not finding much on the internet about setting up the
receiver on a modern system. 

My main use of Mercury is with CW Skimmer, which precludes using Linux. I
could setup a Win 7 system if that would be easier. 

Hopefully you guys can point me in the right direction...
