[hpsdr] Penelope 6m output power

Hi Riho.

If I remember right from when I did measurements on Penelope, the reason 
is a combination of the lower output from the amplifier and the cutoff 
frequency of the LPF. It is a bit better on Hermes after the 
modifications of the notch filter ahead of the amplifier.
