[hpsdr] Penelope Issue

Are there any hardware/firmware folks still on the list who could help with
a handmade Penelope?

Currently I can "successfully" program the Altera from Ozy, but when I cycle
the power led7 stays blinking.

Looking at step 1a of the test plan it also passes with a Blaster and the
JTAG load.

Haven't gotten to 1b yet, understanding and building the loopback cable is
still causing me to lose some hair.
