[hpsdr] Penelope Issue

Hi Steve,

as nearly 18 years passed nobody seems courageous to reply. If I recall 
correctly I only powered the Penelope on the Atlas board and used an 
Altera USB blaster via the JTAG connector to 'fill' the firmware into 
the FPGA memory. Never an explosion happend and all worked fine, hi.
