[hpsdr] Ethernet as a communications mode

Hi Richard,

Ethernet rather than USB to the boards was considered but you will either 
need an embedded processor to handle all the DSP processing plus more memory 
etc.  If you accept that you will need to connect a local PC (this can be a 
small bare bones unit such as an ITX board) and use that to connect to the 
Internet for world wide access then the systems becomes much simpler to 
design, build and maintain.
