[hpsdr] Cheap FPGA Sockets

'Danger Will Robenson"  Some bean head at work did that to us once. Many scrap one time parts that didn't get programmed properly. I think the cheap ones are good for about a dozen cycles. You have to be very careful changing themto get a dozen. Add a buck to everyone's board and do it right. Frank
