[hpsdr] DttSP.dll error

Do you have .Net 1.1 loaded?  Does standard PowerSDR from Flex 
run?  In general you want to install the standard PowerSDR from Flex 
with it's installer to make sure you get all the prereqs installed 
before trying the HPSDR derivative on a new machine.
