[hpsdr] 4 watts out w/ 0 mic gain

In 'initozy.bat' the default write of '0x15' provides 20db of mic boost,
try changing it to '0x14'.  With the '0x15' setting I had tons of output
with zero mic.  All is well now.

I think we need a knowledge base to hold all this stuff.

Yep, David - KM5TZ and I have also observed
it Al.

I wonder if that's related to the problem
that I asked about earlier.  I get that
noise with Janus in transmit.  It's NOT
RFI; I am into a dummy load, turn the Output
down to ZERO and I still see 4 WATTS Forward
