[hpsdr] It Works!

Not sure the SDR 1000 needs to be powered up before initozy.bat is 
run -- can't think of any reason for that.  Initozy.bat does nothing 
to the SDR 1000 - all it does is load the FX2 firmware,  initialize 
the FPGA and do some initialization of the TLV320AIC23B codec via the I2C bus.

The SDR 1000 does need to be powered up before you you launch 
PowerSDR -- PowerSDR.exe does some initialization of the SDR 1000 
hardware when it starts.
