My thinking is that the plug in boards were not designed for cost, but 
for flexibility.  Once we have an ISD/ISE and LO to drive it, it makes a 
lot of sense to grab the OZY+JANUS bits we need and integrate them onto 
a single board.  Until then, having the ISD/ISE and perhaps the LO on a 
separate board reduces the cost of developing and re-spinning.

The Odyssey is also a single board system.  Not sure if it has the 
dynamic range that we'd want for HF use or not -- the RF environment on 
a spacesuit de-orbitng from the other sided of the ionospehre is a bit 
different.
