[hpsdr] initozy problem

Did you 
download 
http://www.philcovington.com/HPSDR/OZY/UTILS/HPSDR_USB_LIB_V1.dll 
from Phil's site?   That is what it can't seem to find.

Also, I think you need .NET 1.1, not .NET 1.0 -- I don't know that we 
ever had anything running on .NET 1.0.
