I had the same kind of problem here in northern Virginia with Comcast and my EchoLink computer

In October - in this area - they began rolling out a new traffic control method that apparently penalizes the big-gigabyte guys and pretty much leaves the other folks alone. Things have greatly improved. Fingers crossed they don't change it back.

The do, however, seem to be interfering with email connections. Its not a problem if you leave your email client on 24/7 - the mail gets through, eventually.
